The attached patch updates the port to 0.3.23.

NOTE:
- This port was tested with portlint 2.20.0 and poudriere 3.3.7 (13.2-p2
amd64).
  + with / without USE_GCC=12 knob
- The patch to f_check handles the following problem
  + https://github.com/xianyi/OpenBLAS/issues/3015
