FreeBSD 11.1 ixl(4) interface does not negotiate at 100 Mbit/s

What is the device id (pciconf -lv)? I'm pretty certain that there aren't any devices supported by ixl that are capable of 100Mb. AFAIK, the X710/X722 BASE-T devices are all 10G/1G.
