[CFT] Sync RELENG_6 ata(4) with -CURRENT state

Hi,

Here is a patch that brings RELENG_6 ata(4) code with all applicable
- -CURRENT changes (mostly to support newer devices and some minor
bugfixes that were not MFC'ed yet).  Please let me know if there is any
breakage, thanks!
