USE_GCC=3.2 vs make clean in ports

Yes, don't do that :) USE_GCC adds a dependency on gcc32 for every
port, including gcc32.

I assume that what you're trying to do is make ports build with gcc32;
that's what the CC and CXX environment variables are intended for.
