4.8R and $FreeBSD$ version tag expansion

Initially the tags were not expanded properly.   When that problem was
fixed, the size of the programs increased enough (!) such that one of the
floppy disk images was greater than the size of your average floppy disk.

The disk and program layouts had to be adjusted and 4.8 re-built.
