Thanks for the quick reply. I am using GENERIC kernel. The ALTQ is not
an issue; it is the unhelpful DIOCSETLIMIT line which appears to be the
problem. 

I have another FreeBSD VPS server now running 10-RELEASE, and there PF
is working fine, no DIOCSETLIMIT thing.
