master sites for deskutils/plans

As mentioned on IRC, I had a look at the master sites for 
deskutils/plans.  I have no idea why "make master-sites-all" 
does not return the expected value:

$ make master-sites-all
ftp://ftp.FreeBSD.org/pub/FreeBSD/ports/distfiles/

Of note:

$ make -V MASTER_SITES
http://www.planscalendar.com/release/:plans 
http://www.freebsd.org/gifs/:logo

Can anyone explain why "make master-sites-all" does not return
something similar to "make -V MASTER_SITES"?

FreshPorts uses make master-sites-all.
