D_NEEDGIANT usage in dev/io/iodev.c

Hello,

The same applies to dev/io/iodev.c; according to sys/proc.h,
td->td_frame (used in ioopen() and ioclose()) is only accessed by
curthread, which means we can use it without acquiring Giant.
