v1 textproc/py-docutils: Update port to version 0.23

This bug report originates from Bug #297044, where it was discovered that
Pelican 4.12 requires Docutils 0.22 or newer. The current textproc/py-docutils
port still provides version 0.21.2, which prevents www/py-pelican from
depending on the required version.

To address this, I prepared a patch updating textproc/py-docutils to version
0.23, the latest upstream release. This should allow www/py-pelican to declare
the correct dependency on Docutils 0.22 or newer and resolve the reported
issue.
