[Bug 297052] textproc/py-docutils: Update port to version 0.23

Since textproc/py-docutils has a considerable number of reverse dependencies, I
believe an exp-run would be prudent before committing this update. The update
to Docutils 0.23 includes changes that may affect existing consumers, so it
would be good to verify the impact on dependent ports.

I have prepared the update to Docutils 0.23 and will perform local poudriere
testing of the port itself, www/py-pelican, and a selection of reverse
dependencies. I am also requesting an exp-run to help identify any wider
compatibility issues across the ports tree.

I will report back with the test results.
