2. packages, perform a minimal installation, post-installation changes

3. bsdconfig useredit root

4. tcsh

5. exit, restart

6. login as root

Expected: 

7. login

Actual result: 

7. unable to login

Workaround: 

8. shutdown now

9. Alt-F1 for ttyv0

10. bsdconfig useredit root

11. temporarily prefer an unwanted shell (sh)

12. exit to multi-user mode

13. login as root

14. pkg install -y FreeBSD-csh

15. bsdconfig useredit root

16. revert to the preferred shell (csh or tcsh)

17. exit

18. login as root
