In stable/15 pflow(4) should be working fine. Unfortunately, the pflow device
is not accessible.
# kldload pflow
# ifconfig pflow create
ifconfig: SIOCIFCREATE2 (pflow): Invalid argument
# ifconfig pflow0 create
ifconfig: SIOCIFCREATE2 (pflow0): Invalid argument
