pflow(4) man page suggests using pflowctl(8) to create pflow interfaces (there
are some formatting issues, it seems, but it's still readable):

     Multiple pflow interfaces can be created at runtime using the pflowctlN
     -c command.  Each interface must be configured with a flow receiver IP
     address and a flow receiver port number.
