Are CAPABILITIES forgotten

I tried to integrate the existing caps implementation into current MAC
code. There are a lot of suser calls, espesially in sys/alpha code.
Would it be integrated into current, imho if it would, then it should be
done asap, so we'll got time for test and feedbacks.
