cpufreq, including a speedstep ICH driver, has been committed.  Soon to 
come is support for relative drivers.  (Code working in my tree and just 
needs some cleanups.)

Colin, if you haven't had time yet, send me the latest version of your 
EST driver and I'll hook it into the framework.
