ZFS_DEBUG + enable ZFS ASSERTS with INVARIANTS any objections?

I believe theirs a connection between DEBUG and LOR reporting, specificaly
in rwlock.h when not under DEBUG RW_FLAGS includes SX_NOWITNESS.
