The subversion-java slave port sets PKGNAMESUFFIX=-java, so setting
PKGNAMESUFFIX=17 in the master makefile would override that.

The other slave ports (perl,ruby,python) set PKGNAMEPREFIX so maybe
the java port should do that too.
