The last time I updated patchfiles for a new upstream release, I caught 
myself removing and re-adding a file of the same name, which I went and 
reverted because I remembered that there was a hook which rejected such 
commits.  Do we know if such a hook is still in place?  (It occurs to me 
that I may just be remembering the exporter breakage and maybe there never 
was such a hook.)
