Under normal circumstances, /etc/rc.conf.  However, my testing today has been
by loading the modules manually via kldload.  The first four prerequisite
modules (drm.ko, debugfs.ko, linuxkpi_gplv2.ko, and ttm.ko) load fine.  It's
when loading radeonkms.ko that the issue happens.
