EVDEV_SUPPORT (or any evdev related kernel options) are not supported on 11. 
There is a reason they are not in GENERIC.  They are not needed on 11, however,
the handling of input devices will not be as good as on 12 or later (things
like advanced touchpad features, hotplug and so on might not work).
