unable to quit and restart X under radeon HD 2400XT

I have a box running -current (20736) and now xorg-7.5.  I cannot
successfully restart an X session with xf86-video-ati-6.13.0

To repro:

Xorg -configure

X -config /root/xorg.conf.new

on the second run the machine will hardlock.
