Is there a linux_base available for RELENG_9?

For some reason your sysctl.conf setting didn't take.  You should
investigate why and resolve that and then the port should work.

A temporary work around would be to run

sysctl compat.linux.osrelease=2.6.18

from a root shell, but it won't last past reboot.
