dummynet -- changing scheduler resets pipe bw ?

I have been reading the ipfw man pages and 
/usr/src/sys/netinet/ipfw/dummynet.txt to try to better understand how
to set up queues/pipes/schedulars/flows.  I noticed something odd...
changing the sched type
 [a] doesn't seem to change the type away from WF2Q+
 [b] resets the bw to 'unlimited'

Maybe I don't have qfq?
