It looks like the formatting of the PROVIDE and REQUIRE statements may
be incorrect. Try:

# PROVIDE: l2tpd
# REQUIRE: NETWORKING

(note a single space between the hash mark and PROVIDE/REQUIRE, and the
colon and a single space after PROVIDE/REQUIRE)
