Well, then you've misconfigured your portupgrade.  It never does so  
for me because I have WITHOUT_X11 and WITHOUT_GUI set in /etc/ 
make.conf  (why two knobs, I don't know, but many ports use  
WITHOUT_GUI instead of WITHOUT_X11).
