Is login.conf.db now required?

I had similar problems when I disabled NIS too. I'm not sure if your problem is the same, but I fixed mine by editing /etc/nsswitch.conf and replacing all occurrences of "nis" with "files". Apparently there are some things that don't respect NO_NIS and therefore keep trying to use it anyway.
