Odd "phantom MFS mountpoint" issue

Does /tmp exist and is writable when the system is started? Looking at
the test in /etc/rc.d/tmp, it looks like /tmp will be mounted as a mfs
if "/bin/mkdir -p /tmp/.diskless" fails.
