4.8 hyperthreading changes

The BIOS in the machine in question must be setting up the logical
CPUs so that they look like physical CPUS - in this case FreeBSD
treats them exactly like physical CPUs. The hypertreading support
in 4.8 can enable logical CPUs even if the BIOS has not set them
up.
