Oh, thank you very much! I was not applied twice, but it was applied in
the wrong direction!

I just changed 

  diff -u src/validate.c.orig src/validate.c /usr/ports/distfiles/local-patches/monit.patch

to

  diff -u src/validate.c src/validate.c.orig /usr/ports/distfiles/local-patches/monit.patch
