.emacs error in developer's handbook (section 2.7) standard-display-european & cannot load hilit19

It looks like hilit19 isn't part of emacs any more.

I'm a heavy emacs user, but I never used it, so I can't really advise on
what should replace it in the sample emacs configuration you
mention. Removing the whole "(if window-system"  clause would probably
be reasonable for now.
