Try to the follow the instructions from /usr/ports/UPDATING:

20140219:
  AFFECTS: users of textproc/docbook*
  AUTHOR: mat [AT] FreeBSD.org

  The textproc/docbook-* ports have been consolidated into two ports
  textproc/docbook-sgml and textproc/docbook-xml.
