No, Scroll Lock is a fully normal key that does what is
printed on the keycap. Why so surprised? ;-)

Yes, moused would need to be enabled, so the console can
provide mouse support. It's quite handy for transfering
text from one virtual terminal to another. By the way,
left-doubleclick selects words, left-tripleclick selects
the whole line, and left-click selects start + right-click
selects end of a region. It works with _any_ program.
