It's up to the blog theme to display the title.  Typically that's done in
/wp-content/themes/<theme-name>/header.php, but it isn't required.

You can use some HTML tags in each post's text.  Wordpress filters it,
but it will preserve the more useful (<strong>, <em>, <code>, etc.).  It
tries to eliminate the more dangerous ones (<script>, <object>, etc.).
It also adds some tags by default (<p>, notably) which can be bothersome
sometimes and helpful at others.
