The point is to indicate that a process (e.g., portupgrade) is currently
running. Multiple instances of portupgrade running at the same time might
do some strange things. As W. Puchar says, portupgrade detected the lock
file (from a previous unfinished instance), but there were no current
portupgrade processes running. Thus, the lockfile was "stale", and was
