portupgrade can't fetch packages

If this is a persistent rather then temporary problem, the only way I can see 
that happening, is that you have FTP_PASSIVE_MODE set to 'no' in 
pkgtools.conf.

Problem with today's modular software: they start with the modules
    and never get to the software part.
