A lot of ISPs don't relay anymore because of spam. Say your ISP is Their mail server where clients can drop their outgoing mail
will only accept mail coming from addresses. Since the original
poster mentioned people collecting mail (and assumingly sending) from
different ISPs (not the one the OP is on) they would run into this problem.
