Is there any materials about customize hal?

I have installed hal, and I use gnome as my desktop.
My locale is :

MyBSD% locale
LANG=zh_CN.eucCN
LC_CTYPE="zh_CN.eucCN"
LC_COLLATE="zh_CN.eucCN"
LC_TIME="zh_CN.eucCN"
LC_NUMERIC="zh_CN.eucCN"
LC_MONETARY="zh_CN.eucCN"
LC_MESSAGES="zh_CN.eucCN"
LC_ALL=zh_CN.eucCN

When the hal mounts flash disk, The encoding is something else than
GB2312, which makes me can not read the Chinese character correctly. I
would like to know how to customize the hal.

Is there any suggestion or materials about hal customization?
