Which version of openbsd? There have been two quite different pieces
of software called 'ftp-proxy' in various versions of openbsd. If
your firewall is running openbsd 3.8 or later you should have a version
that, if correctly configured, will support proxying for both active and
passive mode FTP.
The latest ftp proxy version is in FreeBSD ports as ftp/pftpx
