Unless you are publishing time service to other people, please consider using 
stratum-2 servers from the NTP pool:

http://www.pool.ntp.org/

Most people will find a benefit from using NTP servers closer to them, and 
there are 48 servers in de.pool.ntp.org:

http://www.pool.ntp.org/zone/de

...but a complete list can be found from:
