/usr/sbin/bootpef: Operation not permitted

Hi Guys,

anyone seen this error message before?

install -s -o root -g wheel -m 555 bootpef /usr/sbin
install: /usr/sbin/bootpef: Operatin not permitted
*** Error code 71

Stop in  /usr/src/libexec/bootpd/tools/bootpef.
*** Error code 1

Stop in  /usr/src/libexec/bootpd/tools.
*** Error code 1

Stop in  /usr/src/libexec/bootpd.
*** Error code 1

Stop in  /usr/src/libexec.
*** Error code 1

Stop in  /usr/src.
*** Error code 1

Stop in  /usr/src.
*** Error code 1

Stop in  /usr/src.

Stop in  /usr/src.

I get this error when im in single user mode and
running a make installworld.

i cvsuped my src and ports tree , ran a make
buildworld then this ..

any assistance would be of great help
