ftp/fetch/cvsup behind a firewall

I'm trying to get this to work with a non-Linux firewall.

Mozilla can access the ftp site with the proxy server configured, but I 
haven't been able to get ftp to work with a proxy server.

Any help would be greatly appreciated.
