It seems to me there is something wrong with your /tmp filesystem, 
causing both php and apache to be unable to write temp files, and also 
causes problems for several other daemons.
Do your logfiles in /var/log tell you anything ? They should ;)
Is /tmp a disk filesystem, or a ramdisk ?
