ntpd setup - permission denied on all public ntp-servers

Even though the servers you are hitting are public servers, they may 
require you to "register" with them some how.  It generally consider rude 
to simply pull an NTP feed from a server without first contacting the admin 
and letting them know your intent - but not always - some places don't care 
but these are few.

I'm using two "public" NTP servers here in the US.  One just wanted an 
email indicating I was pulling the feed.  On the other, the admin had to 
get my email and then change his config to allow me to pull the feed.
