Ports requires pkg 1.6.0, but 1.5.6 is the latest available

There are many reasons to use ports and many to use packages.  These reasons
are not mutually exclusive nor should they be.  The design of pkgng should not
make it difficult or infeasible to mix ports and packages.

In other words, this is a bug.
