please find attached a revised patch, including:

- the update to 6.4.4.1
- update to the new OPTIONS framework (s|NOPORTDOCS|!${PORTOPTIONS:MDOCS})
- install man pages along with docs
- fix wish and datadir paths in gpsman.tcl
