Try installing a package?  I see there's a cvsup package on
ftp.freebsd.org.  It's probably a 32-bit binary, but it should
run if you have 32-bit compatibility enabled in your kernel.

Who knows, there may be some oddity on your system which is causing
the problem.

On the other hand, if you don't want to mirror the CVS tree locally
then there's no reason not to use csup instead of cvsup.  The only
reason why I use cvsup is to maintain a local copy of the CVS tree.
