rc.d/compat5x running too late

upgraded one of the machines I administer from 5.4 to 6.1, made sure the
compat5x package is installed and compat5x_enable=YES set in rc.conf.
Yet, after rebooting the machine, isc-dhcpd failed to start, as it was
trying to start before compat5x was loaded. I can't remember if
isc-dhcpd had a rcNG or oldstyle script.
# rcorder /etc/rc.d/* /usr/local/etc/rc.d/*
isc-dhcpd and courier-imap have BEFORE: LOGIN. Why? Can't we place
compat5x even earlier in the boot process?
