What happened to teTeX?

I just issued the following command on a newly setup workstation
(up to date as of yesterday with respect to ports):

[update.utmb.edu:bdodson:151] % latex doc.tex
This is pdfeTeX, Version 3.141592-1.21a-2.2 (Web2C 7.5.4)
kpathsea: Running mktexfmt latex.fmt
fmtutil: format `latex' not available.
I can't find the format file `latex.fmt'!
[update.utmb.edu:bdodson:152] % 

I've read UPDATING; I've done the suggestions on
(and have done no further manual configuration)

I've searched the reading list archives for ports, questions, stable
for tetex and found nothing on point.

The head of this latex file is:

[update.utmb.edu:bdodson:153] % more doc.tex

{\bf An implementation of WHAM: the Weighted Histogram Analysis Method} \\
{\bf Alan Grossfield} \\




These programs (wham and wham-2d) implement the Weighted Histogram

What the heck happened to this important subsystem?  It used to
work as close to troublefree as could be reasonably expected.
