| Version in ports collection (0.38.1) dates back to 2004-04-08.
|
| Latest release (0.39) has been around since 2004-07-15.

| Is there actually some reason for not updating this port?

Yes, 0.39 does not work with FreeBSD 4.X. Since that is our current
production release, it would be ashame to alienate those users. Our
resident C++ expert says that work is underway by the inkscape
developers to add gtkmm support which will fix this.

In the meantime, version 0.39 is in the MarcusCom CVS repo at
http://www.marcuscom.com:8080/cgi-bin/cvsweb.cgi.
