Latest version of teTeX

Part of the problem is that I (hrs' mentor) have recently been
distracted by other things.  For this I apologize.  I also think
that hrs' roadmap for what he wants to do is good, in the long-term.
I had asked for other people's advice on what to do about this but
have not received any answers, either.

At this point I've asked hrs to revert the changes pending a rework.

Please be patient.  We are all volunteers, here.
